Description

In this role, you will be responsible for the overall development, documentation, implementation, coordination, and facilitation of emergency management, training, preparedness, and response activities. You will have the opportunity to interact and collaborate with campus partners and develop and maintain relationships with outside agencies regarding emergency preparedness and response efforts. You will report directly to the Sr. Director of Disaster Recovery and Business Continuity Services in this role.

 

Responsibilities include:

  • Prepare for and Respond to University-Wide Events and Emergencies. Serve on the University Emergency Preparedness and Response Team, facilitating and coordinating communication and response efforts.  
  • Develop, Maintain, and Improve Emergency Response Plans. Plan, document, coordinate updates and improvements to the Emergency Preparedness and Response Plan(s) and supporting job aids in compliance with regulatory requirements and best practices. Assess plans and any subsequent exercises to identify gaps and prioritize improvements.
  • Operate Emergency Operations Center. Identify and develop requirements to implement and maintain an Emergency Operations Center.
  • Provide Training and Awareness. Provide training to the response team members and awareness to the university community. Develop instructional materials and give presentations on emergency preparedness, response, and recovery. Coordinate and partner with other university departments to assist in delivering emergency preparedness training materials.
  • Conduct Drills and Exercises. Plan, facilitate, and document drills and exercises to assess the strength of the Emergency Preparedness and Response Plan and the readiness of the Emergency Response Team. Following drills and exercises, document After Action Reports to identify and close gaps or implement process improvements. 
  • Identify University-Wide Hazards/Threats and Recommend Mitigation Strategies and Plans. Partner with subject matter experts, including but not limited to Environmental Health and Safety, University Police, Facilities Management and Campus Services, Computing Services, and Student Affairs, to identify hazards/threats, develop mitigation plans, and control risks.
  • Outreach to External Emergency Preparedness and Response Related Entities. Identifies opportunities and engages in public-private partnerships and other emergency response institutions.
  • Program Administration. Assist in maintaining the required documentation and resources, including but not limited to rosters, call lists, distributions lists, documents, emergency action plans, plans, etc.
  • Business Continuity Planning. Assist in the development and maintenance of Business Continuity Plans
  • Continuous Improvement: Tracks and assists in the remediation items identified in exercises and assessments, leveraging continuous improvement methodologies to eliminate root causes. Assists in identifying continuous improvement opportunities for the DRBC program.
  • Perform Miscellaneous Job-Related Duties as Assigned.

 

Qualifications:

 

Required

  • Bachelor’s degree in an Emergency Management related field or equivalent experience.
  • Professional Certification in Emergency Management or related fields.
  • Minimum of 4 years of Emergency Management experience.
  • Experience in responding to disasters, emergencies, or business interruptions as a member of an Emergency Response Team or Emergency Operations Center.
  • Experience in documenting plans and presentations.
  • Expert knowledge of the Incident Command System principles and its implementation.
  • Knowledge of the National Incident Management System (NIMS)
  • Provide as-needed 24/7 on-call support as part of the Emergency Operations Center (EOC) emergency response

 

Desired

  • Military, law enforcement, or first responder experience
  • Experience in using mass communication and/or business continuity systems.
